While the city of Evelow is safe from toxicity and mutants that much of the outside world holds, humans themselves are not safe. To some people, staying protected is not enough. Surely humans must battle and conquer environmental hazards. They aren't evolving fast enough.
What if a new race of humans can start from scratch ? A race of humans with hyper-immunity, a rapid rate of evolvement, and greater abilities ?
This was an idea from mastermind Cloud Ellocast. This was not going to be a hypothetical situation for Dr. Ellocast. They kept this idea to themselves, save for their closest friend, Dr. Advik Tandon, a geneticist who believed this was very possible. Dr. Tandon held a seat in the council and suggested Dr. Ellocast run for the council, their decisions were to be more influential that way. It wasn't a difficult race, Dr. Ellocast was cunning and entertaining. From there on the doctor introduced their idea and the council was interested. It would be controversial, as Dr. Ellocast wanted to create fully organic humans starting at their embryo stage. Hand made DNA, no biological ancestors of any kind. First, the council wanted to see if this was even possible.
Trial One
Dr. Tandon took on a huge role in the project, and was essentially the brains behind the technicality of it all. He volunteered extra hours to perfect the human DNA. It wasn't an exact replica, as Dr. Tandon went out of his way to add some of the quirks Dr. Ellocast wanted to see in this new race, such as anaerobic tolerance and environmental immunities. To play it safe and ensure at least one was successful, Dr. Tandon created two embryos, each of unique DNA. Both survived. The embryos became humans (with the help of tubes and incubators, of course.) and grew into humans the normal rate in which a human would grow. Dr. Tandon loved his new creations dearly, and vowed to be their lifelong mentor. Although officially called 101 and 102, The doctor called them Adam and Lilith.
Trial Two
Dr. Ellocast was very pleased with their and their colleague's work, but it was bad news for Dr. Tandon when Dr. Ellocast insisted they start another round. While Trial one was an overall success, there were glitches to the people as any first experiment would have, and they didn't exactly have the enhanced traits Dr. Ellocast hoped the project would create. Dr. Ellocast took on a greater role with the second round, going a bit over their head with what they wanted these new humans to have. Hyperstrength and greater pain tolerance being major factors. Their creation was a bit rushed, but again, both subjects survived and formed into humans, a year after trial one. Dr. Tandon didn't hold these subjects as dear to his heart and so allowed them to be called 201 and 202, but a couple of the scientists on the team felt bad (save for Ellocast, who quite frankly liked calling them by their trial numbers) and named them Celeste and Seth, after two of the scientists on the team.

The council was upset when Dr. Ellocast suggested one last trial. They were quite the perfectionist, and this couldn't be it !! They hardly considered the previous trials a success. The subjects were too young to even be considered failures, but Dr. Ellocast insisted they were through gene studies. "One more trial, I just need funding for one more !!!" Although the leading doctors remained personal friends, their work ethics made it hard to work together and so Dr. Tandon wanted no involvement in this third trial. Besides, he was aging and falling ill. Dr. Ellocast took full responsibility, Making the DNA complex enough to add traits such as a fast healing rate, greater memory capacity, and faster evolving. This one became Dr. Ellocast's true success. They weren't totally heartless, as they noticed these subjects would be without names while the previous ones had names so they made some up for them. Although officially 301 and 302, Dr. Ellocast named them Sean and Trinity. No meaning behind the names, just found them neat.
By the time the third trial was completed, Dr. Tandon had passed. Luckily, he had put in his will to clone himself and so there would be a future geneticist-to-be to grow alongside the Ellocast Project. Cloud had cloned themselves right before the project went into effect so that they'd have someone to grow up with the subjects too, despite Cloud insisting they weren't gonna die anytime soon.

Sure, studies were done, but it was all noninvasive and nothing groundbreaking.
